Running an exit node on a broadband ISP service would be absolutely and completely reckless. I think Tor is important, but I wouldn't accept email from one. Basically you want a company to be required by law to take you on as a customer, despite your declaration that you will not follow their terms of service? I am not an expert in US law but in general those kind of laws are only written in extreme monopolistic situations and only after you control the contractual terms in law too.
